Cons of hosted wordpress are that you do not have control over your design, plugins or code behind your blog.

Self Hosted WordPress

Self hosted wordpress (wordpress.org) on other side gives you all the freedom you want: you can install and customize your own themes, plugins, hack your code and install your own advertisements – make money.

Cons of self hosted wordpress are that you need your own web host, which costs a few dollars per month, you need some technical knowledge and you must upgrade your blog on your own.

At the end it is up to you to decide. Usually people start with hosted wordpress and than move on to self hosted wordpress, when they need more freedom.
